President Gwen Chaney – 3:15 pm recieved phone call from Bob Busby telling her Lynn will not be on call tonight due to an emergency with a friend. Marilyn Piusz and Diane Garnett signed off and will reschedule when Treasurer Lopez is available. President Chaney tried to call BOA to get information on how to obtain access to ARC accounts, however the phone number provided by Treasurer Lopez was disconnected. President Chaney expressed concern that without access to any ARC accounts, if something happens to the Treasurer at this point ARC funds would be frozen and this is not an acceptable situation. President Chaney expressed concerns that the new Board is 28 days into the year and she is still without ARC bank account access or treasury information requested by the Board. President Chaney understands that Treasurer Lopez is busy, but there has been relatively no communication from the Treasurer for last 28 days and questions going back to July 2nd have still not been answered. Treasurer Lopez has also not been compliant with Board motions relating to the Treasury during this term. Discussion ensued in which all present agreed that the ARC President should have access to the bank accounts. Director Gregg and the Board discussed developing procedures for putting further safeguards in place. Concern was expressed that the lack of communication from the Treasurer to the Board is such one cannot tell if ARC treasury business is being conducted. The importance of open books not just for the Board of Directors, but for the entire membership, was reaffirmed. Concern was raised over loss of confidence in the Treasurer. The Board discussed a motion to stress upon the Treasurer the importance of this situation, to attempt to elicit responses to the various motions which still require action, and to correct and prevent this situation in the future. 07/28/08 - Motion to send dual letters to Treasurer Lynn Lopez, one
to her PO Box address by certified return reciept, and the other to
her home address by express mail next day delivery notifying Treasurer
Lopez that within ten [10] days of the date of the letter Treasurer
shall comply with all motions passed since 7/1/08 by the ARC Board of
Directors regarding the requests for information concerning the treasury
Failure to comply and have all such documents to the remainder of the
ARC Board by due date, shall result in Treasurer having 2 options: 1]
resignation of Treasurer effective immediately, or 2] Treasurer will
face charges of dereliction of duty and/or gross negligence under Constitution
