Dear Speaker Nunez:
The American Rottweiler Club represents a membership of over 1500 with many residing in the
State of California and is also the official AKC Parent Club for an excess of 500,000 purebred
Rottweilers in the United States.
Soon you will be asked to vote on AB 1634. We ask that prior to casting your vote, keep
foremost in your mind that the number of pet owners have greatly increased within the State.
While the author of AB 1634 purports there is now an overpopulation of dogs resulting in the
need for mandatory spay and neutering of same, statistical data collected from numerous
shelters throughout the state of California have shown decreases both in intake and the euthanasia
rates. Therefore there is no statistical or rational basis for an affirmative vote on AB 1634.
Furthermore, permitting exemptions that require participation with specific private entities
denies dog and cat owners the right of free association. There are numerous registries for
both cats and dogs and yet this bill appears to encourage and support specific private monopolies.
AB 1634 is titled California Healthy Pets Act however, it is the private home owner that breeds
their correct purebred pet dog once or twice that provides the quality, healthy purebreds in this
state. These individuals are no different than others with a hobby they love and share with their
families. Their dogs not only garner support and audiences from around the world at events such
as, Eukanuba Championship and Westminster each year, but please know that many of these same
dogs came from dogs that were never shown due to an injury or other anomaly. Breeders such as
these are not profit making organizations or businesses, they must budget to enjoy their hobby.
AB 1634 will force many of these breeders to give up their hobby along with denying many that
seek carefully bred and healthy pets. If AB 1634 passes, puppy buyers will be left to the vices
of less scrupulous breeders of dogs either from within or outside the State with no warranty
of a healthy family companion.
Please protect responsible dog owners that are producing the healthy pets in California from
unnecessary and costly restrictions by encouraging fellow Assembly members to vote NO on AB 1634.
